Mere signature cannot dissolve state established by referendum

The media reports that on Dec. 10, Artsakh President Samvel Shahramanyan signed a document quashing the decree on the dissolution of Artsakh. The document, however, has not been published. The media also sets out the reason why it has not been made public: the current authorities of Armenia believe that hereby the security of Armenia will be undermined, and the peace agreement will either not be signed, or new conditions will be laid on the table.

Artsakh National Assembly MP Metaxe Hakobyan, states, as she did previously, that no document on the dissolution of Artsakh can ever have legal force, regardless of the signatory. With regard to the cancellation of the decree on Dec. 10, the MP noted: “I will neither confirm nor deny, because it is only Mr. Shahramanyan who can give a confirmation or make a denial of this. Of course, we have met with the president of Artsakh several times, but specifically our party, our political team do not ask or discuss such questions. We believe that it is Nikol Pashinyan and his KP members who have pushed forward this question of the decree, pursuing their ends: the dissolution of the Republic of Artsakh should have been announced and declared.”

ABC media also talked with Artsakh National Assembly MP Vahram Balayan. In response to the question if he is aware of the existence of a decree canceling the dissolution of Artsakh, Balayan said he has some information on that, but does not know anything for sure.

“I am not aware of the details, but I can clearly say that a state established by referendum cannot be dissolved with a mere signature,” he noted.

To remind, on Sept. 28, 2023, it became known that Artsakh President Samvel Shahramanyan had signed a decree on the dissolution of the republic. After the forced displacement, the president announced that the decree was signed under duress.
