Beglaryan made an X post, noting that based on the information he has, the
humanitarian aid from the Russian Red Cross has not yet reached Artsakh due to
additional impediments and conditions imposed by Azerbaijan, which were not
previously agreed upon.
The Russian aid is currently stuck in Azerbaijan, and the
Lachin Corridor remains fully blocked.
“The Artsakh side has accepted the Russian proposal to grant
access for humanitarian aid through Azerbaijan, on the condition that the
Lachin Corridor is opened for humanitarian supplies by the International
Committee of Red Cross and Russian peacekeepers. The Russian Red Cross is
attempting to deliver goods of Russian origin using Russian vehicles. However, Azerbaijan
has consistently blocked all initiatives at the last moment, repeatedly
attempting to raise its negotiation threshold and delay the process, while
maintaining pressure on the Artsakh side and continuing the genocide,”
Beglaryan wrote.
