New Index evaluates global governance capacities and effectiveness: which neighbors does Armenia trail behind?

Armenia has been ranked 64th out of 133 countries, scoring 0.503 points in a new index evaluating the governance capabilities and effectiveness of states worldwide.

The top positions in the Chandler Good Government Index (CGGI) 2026 ranking are held by countries with high efficiency and robust institutions. Singapore ranks first for the fourth consecutive year, Norway takes second place (improving its standing by two positions), and Denmark is in third place.

The top ten leaders also include countries such as Finland, Sweden, Switzerland, Germany, and the Netherlands.

The CGGI assesses public governance based on 35 unique indicators grouped around 7 core pillars:

  • Leadership and Foresight
  • Robust Laws and Policies
  • Strong Institutions
  • Financial Stewardship
  • Attractive Marketplace
  • Global Influence and Reputation
  • Helping People Rise.

Armenia's positions across individual pillars are distributed as follows: Public Financial Management – 57th; Laws and Policies – 61st; Global Influence and Reputation – 64th; Strong Institutions – 77th; Attractive Marketplace – 81st; and Leadership and Foresight – 89th.

Among Armenia's neighbors, Azerbaijan ranks 57th overall, yet achieved an exceptional result in the specific pillar of Financial Stewardship and budgetary discipline, ranking 3rd in the world (surpassed only by Singapore and Norway). Georgia ranks 43rd (noted for higher sub-ratings in business regulations and transparency). Turkey is 75th, while Iran is located in the lower section of the index at 111th place.
