Once again, I hope that the page of hostility and violence can finally be closed once and for all, for the benefit of the entire population of the region, including the people of Artsakh, EU Special Representative for the South Caucasus and the Crisis in Georgia Toivo Klaar said in an interview with JAMnews.
“The EU has been very clear on this matter, and it is also my expectation that the Armenians of Nagorno-Karabakh will be part of the process of normalization of relations and that there will be direct negotiations between Baku and them on a safe and dignified return to their native region.
“Azerbaijan has an obligation in this regard, which, as it seems to me, it does not give up,” Klaar said.
He also noted that sometimes other issues are raised in this context, such as the so-called “Western Azerbaijan” issue, which cannot be put on one level.
“The first is the support for the return of Karabakh Armenians to their ancestral homeland, which is Azerbaijan’s obligation. The second is the issue of Armenians who used to live in other parts of Azerbaijan, including Baku, or that of the Azerbaijanis who used to live in Armenia,” Klaar noted.
