How many families from Artsakh bought homes using only their housing certificates?

During a meeting at the National Assembly between government representatives and forcibly displaced residents of Artsakh, issues regarding the housing program were raised—ranging from the amount of the certificate to the displaced persons' status.

According to the Ministry of Labor and Social Affairs, 8,665 families have received certificates, 5,000 have bought a house or an apartment, and only 3,000 families managed to do so without a mortgage or additional investments.

Why is the program still out of reach for many, and what changes are expected?
