Pashinyan says new Constitution shouldn’t refer to 1990 Declaration of Independence

Presenting the government’s five-year program to parliament, Nikol Pashinyan has announced that “the Fourth Republic has been founded; it is a reality.”

At the beginning of his speech, Pashinyan said that on June 7, 2026, the people of Armenia voted in favor of the “Real Armenia” ideology.

“This election result is historic because it redefines the functional purpose of the Republic of Armenia. In 1990, the philosophy underlying Armenia’s declaration of independence was that we needed a state to restore historical justice, and this perception was expressed through the Karabakh movement,” Pashinyan said.

“The ‘Real Armenia’ ideology establishes that the sole functional purpose of the Republic of Armenia is to ensure peace, freedom and security for its citizens within its internationally recognized territory of 29,743 square kilometers, create an environment for the happiness of its citizens, and preserve and develop the identity of its people. It was in favor of precisely such a state and vision that the citizens of the Republic of Armenia voted on June 7, 2026,” he said.

According to Pashinyan, the text of the new Constitution will be published in the coming months.

“And, as I have said, the new Constitution should not contain a reference to the 1990 Declaration of Independence,” he said.
