Samvel Shahramanyan: We had to sign the document on the dissolution of Artsakh, but it did not have legal force
The president of the Republic of Artsakh, Samvel Shahramanyan, referred to Nikol Pashinyan’s statement that he does not consider the thoughts of the people of Artsakh to return to Artsakh to be realistic.
“We have not discussed options and have not presented any proposals to the RA Government. The return is our right, and it cannot act against the RA state interests,” Shahramanyan told the press.
He noted that following the displacement, they have adopted a policy according to which the security of the Republic of Armenia is a priority.
“This is also the main part of our Homeland, and we must do our best not to endanger the processes that are now being carried out by the RA authorities and not to harm the security system. However, we can see that this issue is being manipulated on various occasions in connection with the dissolution of Artsakh,” Shahramanyan said.
Referring to Pashinyan’s excuse that he did not sign the document on the dissolution of Artsakh, Shahramanyan said, “We had to sign, which made it possible to ensure the safe transfer of civilians to Armenia.”
The president noted that the said document also made it possible to transfer the Armed Forces—from the minister to soldiers and officials of law enforcement bodies. “Unfortunately, we also incurred hostages, namely our military-political leadership.
As regards that document, I would like to inform our people that from the outset, we were aware that this document was unconstitutional and illegal, and it has not received a legal force; it has not been officially published; it has not been placed in the legal system, only after which it could be considered a normative act”, the president said.
He noted that after moving to Armenia and taking into account the popular opinion, they made a decision regarding that document. “I have informed the Armenian government in writing about that decision, in the person of the prime minister, with its attached documents. And today, to talk about that document having force is pointless, and it has nothing to do with reality,” Shahramanyan noted.
