A peace treaty between Baku and Yerevan can be reached only after amendments have been made to the Constitution of Armenia, Azerbaijani President Ilham Aliyev said. He claimed that de facto peace has been established between Armenia and Azerbaijan, and peace has been prevailing along the border of the two countries for several months.
Nikol Pashinyan, in turn, believes we should regulate our relations with the Declaration of Independence. According to him, the constitutional referendum will turn us from non-state people into state people. Details in the report:
